There are fuse boxes on both driver's and passenger's side of the dash and under the hood. If the fuses are good, use a multi-meter/test light/etc. to check for power going to the accessory plug.

I would guess that it's the faulty master...

I would guess that it's the faulty master cylinder causing it, rather than the return spring. Could also be the slave cylinder, or the clutch. But my money would be on the master being the culprit....
